In this talk I will try to understand the general form of the effective (average) action starting from a series of clues: the derivative expansion, the scale anomaly, the conformal anomaly and the fact that RG transformations can be compensated by rescalings of the metric. In d=2 we will find a form for the effective (average) action that leads straightforwardly to Zamolodchikov's c-function and to the quantization of two dimensional quantum gravity.
