Michigan State University designs and establishes the Facility for Rare Isotope Beams (FRIB) as a DOE Office of Science National User Facility in support of the mission of the Office of Nuclear Physics. FRIB will be a cutting-edge research facility to advance understanding of rare nuclear isotopes and the evolution of the cosmos. In this talk I will provide a brief historical perspective, a high-level summary of the current NSF-funded NSCL user facility and its ongoing research program, the FRIB facility plan and project status, the envisaged transition from NSCL to FRIB user operations, and additional instrumentation required to fully exploit FRIB capabilities the for user-driven nuclear science research.
